To start, here's a database for predicted transcription factors. Look at the paper (Wilson et al, link on that page) describing the DBD. To find more databases, google "transcription factors database".
On the wet lab side, here's a review of classical biochemical approaches for transcription factor identification, thus it doesn't have microarray or mass spectrometry (proteomics) based approaches in it.
Easiest way to find recent biomedically relevant publications (including reviews) is to go to PubMed. Search for example "transcription factor identification".
