"Introduction to Bioinformatics" by Lesk. Covers the very basics.
"An Introduction to Bioinformatics Algorithms" by Jones. More math oriented.
For programming, you can find dozens of guides specifically for some language, shop around in your local university (or city) library and start practicing.
After getting an idea of bioinformatics as a field, you can try this very nice book that integrates both aspects you need:
"Building Bioinformatics Solutions with Perl, R and MySQL" by Bessant et al.
I don't know but you can get it from CSL. Sorry!
