how can we attract—and keep—the country’s best young minds into pure science research and motivate them to continue research in their own country?

Are you asking how India can attract and keep the brightest young minds or how each nation in general can or does do this?

in general its for each nation but as i am from india so my point of view will be for INDIA, is it Money ,  Research Standard,or infrastructure that causes the Brain Drain out of the country

I think one of the hardest

I think one of the hardest things to create is a critical mass of scientists, a community that feeds itself. 
In my experience you can perform good science is most places; the problem comes when you evolve towards collaborations and more complex, inter-disciplinary projects. In the US this is relatively easy because of the sheer number of scientists and institutions. In most other places you are likely to find yourself isolated since you will be pushing on your own. How important is this? It depends on the individual. For me it was very important because I enjoy discussing things with other scientists and develop collaborations. 
Don't take me wrong, you need to have infrastructure, good funding, and institutional support, but that is just the beginning. Once you have that in place then you have to work hard at recruiting and keeping great talent motivated, actively helping them move forward despite the number of limitations that will be present.

I think that availability of

I think that availability of research funding and quality of research are certainly the topics that would be at the forefront of my mind.  It's very difficult to secure highly qualified and dynamic young researchers if fairly limited funding is available and, for the funding that is available, arbitrary restrictions are applied.
