water in oil?

I have tried to mix coconut oil (98%) with perfume compound(0.1%) and aloe vera extract(0.1%).
The mixing was OK, but after settling down for 2 weeks, there were tiny droplets at the bottom of the bottle.
Even after vigorous shaking, the droplets won't mix with the coconut oil.
What exactly are the droplets? Could it be water? Is it possible if the moisture content in coconut oil is high, then the tiny droplets would form?

Probably they are water

Probably they are water droplets derived from aloe vera extract but may not be from coconut oil.
